നമസ്കാരം പ്രിയ സുഹൃത്തുക്കളെ,

ഇത്തവണ തികച്ചും വ്യത്യസ്തമായ ഒരു വിഷയമാണ് ഈ ബ്ലോഗിൽ ഞാൻ നിങ്ങളോട് പങ്കുവയ്ക്കുന്നത്.

ഏകദേശം ഒരു മാസം മുമ്പ്,  ഭാരതത്തിൽ ഇപ്പോൾ നിലവിലുള്ള വിദ്യാഭ്യാസ സമ്പ്രദായത്തെ ആകെയൊന്നു പൊളിച്ചെഴുതുന്നതിന്റെ ആവശ്യകതയെപ്പറ്റിയും, കൂടെ അതിലേയ്ക്ക്  ഉപയുക്തമായേക്കും എന്ന് എനിയ്ക്കു തോന്നിയ ചില അഭിപ്രായങ്ങളും, ബഹുമാനപ്പെട്ട പ്രധാനമന്ത്രി ശ്രീ നരേന്ദ്ര മോഡിയുടെ ഓഫീസിലേക്ക് ഞാൻ അറിയിക്കുകയുണ്ടായി. 

ഒരു മാസത്തിനുള്ളിൽ തന്നെ, അതിന് വ്യക്തമായ ഒരു മറുപടി അദ്ദേഹത്തിന്റെ ഓഫീസിൽ നിന്നും എനിക്ക് കിട്ടുകയും ചെയ്തു.

പണക്കാരനെന്നോ പാവപ്പെട്ടവനെന്നോ ഉള്ള വേർതിരിവുകളില്ലാതെ, സർക്കാർ സ്‌കൂളെന്നോ, സ്വകാര്യ സ്‌കൂളെന്നോ ഉള്ള വ്യത്യാസങ്ങളില്ലാതെ, ഈ രാജ്യത്തെ മുഴുവൻ കുട്ടികൾക്കും "ഒരേ സിലബസ്, ഒരേ പുസ്‌തകം, ഒരേ വിഷയങ്ങൾ, ഒരേ പരീക്ഷ" എന്ന മോഹനമായ ഒരു ലക്ഷ്യം മുൻനിർത്തിയുള്ള, ചില ലളിതമായ അഭിപ്രായങ്ങൾ ആണ് ഞാൻ എന്റെ കത്തിൽ സൂചിപ്പിച്ചിരുന്നത്.

ഈ രാജ്യത്തെ ഒരു പൗരൻ എന്ന നിലയിൽ അത് എന്റെ കടമ കൂടിയാണ് എന്നു ഞാൻ വിശ്വസിയ്ക്കുന്നു.

പറ്റുമെങ്കിൽ, നിങ്ങൾ കുറച്ചു സമയം കണ്ടെത്തി ആ നിർദ്ദേശങ്ങൾ ഒന്ന് വായിയ്ക്കുക. നിങ്ങളിൽ പലർക്കും ഒരു പക്ഷെ ഇതിനേക്കാൾ മികച്ച, വളരെ ക്രിയാത്മകമായ, മറ്റു പല നിർദ്ദേശങ്ങളും മുന്നോട്ടു വയ്ക്കാനുണ്ടാകും.

പ്രധാനമന്ത്രിയുടെ ഓഫീസിൽ നിന്നും എനിയ്ക്കു കിട്ടിയ മറുപടി അനുസരിച്ച് കേന്ദ്രസർക്കാർ ഈ ഒരു ലക്ഷ്യം വെച്ചുകൊണ്ട്, ഇതിനകം തന്നെ കുറച്ചേറെ കാര്യങ്ങൾ ചെയ്തുതുടങ്ങിയിരിക്കുന്നു എന്നാണ് മനസിലാക്കേണ്ടത്.  ഡോ. കെ കസ്തൂരിരംഗന്റെ നേതൃത്വത്തിലുള്ള ഒരു വിദഗ്ധ സമിതി മാസങ്ങളോളം നടത്തിയ, വളരെ വിശദമായ പഠനങ്ങൾക്കു ശേഷം, ഏതാണ്ട് 484 പേജുകൾ വരുന്ന വളരെ ബൃഹത്തായ ഒരു റിപ്പോർട്ട് 31-മെയ്-2019 ൽ സർക്കാരിന് സമർപ്പിക്കുകയും ചെയ്തിട്ടുണ്ട്. ആ റിപ്പോർട്ടും വിശദ വിവരങ്ങളും   https://mhrd.gov.in/sites/upload_files/mhrd/files/Draft_NEP_2019_EN_Revised.pdf

പ്രധാനമന്ത്രിയുടെ ഓഫീസിന്റെ മറുപടി പ്രകാരം, ഈ റിപ്പോർട്ടിൻമേലുള്ള പൊതുജനങ്ങളുടെ അഭിപ്രായങ്ങളും നിർദ്ദേശങ്ങളും, അർഹിച്ച ഗൗരവത്തോടെ കാണും എന്നാണ് വ്യക്തമാകുന്നത്. അതുകൊണ്ടു തന്നെ, ദയവായി നിങ്ങൾ ഓരോരുത്തരും ഇതുമായി ബന്ധപ്പെട്ട നിങ്ങളുടെ അഭിപ്രായങ്ങളും നിർദ്ദേശങ്ങളും  വളരെ വ്യക്തമായി, എന്നാൽ സംക്ഷിപ്ത രൂപത്തിൽ, ബന്ധപ്പെട്ട ആധികാരികളെ അറിയിയ്ക്കാൻ വിനീതമായി അഭ്യർത്ഥിയ്ക്കുന്നു.

Respected Sir,

My name is Mr. Binu M P and I am from Kerala. Working at a company in Technopark, Trivandrum.

This mail is regarding the current school level education system in India.

Across the country, we have different school syllabus, different type of schools, different educational media etc. For the same exam (secondary school leaving), we have various syllabus like - STATE, CBSE, ICSE, Montissori etc. We have English medium and local language medium schools. All these within the same country for the same level exam.

All these, create students passing the same level examination but with different standards. This is not at all good for the nation. This is nothing but we ourselves are creating citizens with different educational standards. It will never reach a balance level. Then, why we are still following the system? Can't we modify it?

Sir, forwarding you few suggestions towards the standardization of Secondary School Leaving (10th Class) Syllabus and Examination.

1. There will be only one common syllabus for the entire nation. All States will be following the same syllabus.

2. English will be the Language-1.

3. State/local language will be the Language-2. For eg. Tamil will be the Language-2 in Tamil Nadu; Malayalam will be the Language-2 in Kerala; Hindi will be the Language-2 in Maharashtra etc..

4. The text books will be the same for the whole nation and will be printed and published by NCERT (or a similar govt agency). For the guides, private publishes can be permitted if needed.

5. The exams will be common and will be based on the same syllabus.

6. As it would be difficult to conduct the examinations all over the nation on the same day, the examinations could be conducted in a state-wise manner. The Question papers can be different for each state, but all based on the same national syllabus and text books.

7. The whole system and examinations should be controlled by a national body but it should be conducted/co-ordinated thru the corresponding state bodies. So the state governments also will not have much objections towards it.

Together with it, the schools also (both private and government) should be star rated and this rating should be based on the facilities provided by the schools. The fee or fee-range should be fixed by the government for each star category.

This will not only make our school education system structured but also will protect the parents and students from the exploitation of the private sector on the fee side. Now a day, the educational sector is one of the biggest as well as profit guaranteed business in India and never a service. That scenario will be entirely changed, if we implement the above.

Sir, can you please consider this as a part of the great move 'make in India'? If so, it will make a more disciplined and uniformly educated new generation in India and we could call them all 'made in India'.

Sir, we all know that it would be an easy task to re-structure the educational system like this, which is in effect for the last many decades. But for a prime minister with great innovation like you, it would not be an impossible one.

Sir, not to implement all of a sudden, but please start the process and get it implemented step-by-step within next 5 year time or so, if possible.

Kindly requesting to consider these suggestions and give it for a more detailed study to the concerned department and if seems feasible, please start the move.

Kasturirangan was constituted which has submitted its Draft National Education Policy 2019(Draft NEP-2019) to the Ministry on 31st May,2019. The Draft NEP2019 has been uploaded on MHRD’s website at https://mhrd.gov.in/sites/upload_files/mhrd/files/Draft_NEP_2019_EN_Revised.pdf and suggestions/comments have been invited from various stakeholders including public Government of India Ministries and State Governments The Government will finalise the Draft National Education Policy only after examining the inputs/suggestions and comments of all stakeholders.
